IF a joint-submission by two residents associations calling for a revision to Latrobe City's electoral boundaries does not achieve its desired outcomes, calls for secession may get louder, according to a key figure.
This possibility comes following a public awareness campaign by Traralgon Community Development Association Inc and Moe and District Residents Association Inc, which kicked off in Traralgon on Tuesday morning.
"The model we are proposing will leave politics out (of local government); what we have proposed is a better, cleaner model," TCDA secretary Bruce Bremner said.
"If things don't go our way, calls for Traralgon to secede may get louder."
Mr Bremner was speaking outside the iconic Traralgon Post Office with other members of the TCDA and MADRA on Tuesday.
They were urging the public to reject the Victorian Electoral Commission's proposal to maintain Latrobe City's existing nine wards, calling instead for a five-ward multi-councillor model.
"A multi-councillor ward means better representation; they can keep each other in check so there would be more accountability," MADRA secretary Cheryl Wragg said.
"The current nine-ward model artificially fragments communities and is not representative of the major towns."
The TCDA and MADRA argue the present VEC model did not take into account the identities of the various communities in rural and urban areas.
The five-ward model would see the major towns of Traralgon, Morwell, and Moe separated into three urban wards, with two other rural wards.
In its preliminary report, the VEC said the proposal might institutionalise a return of "old town rivalries".
When asked to comment, Ms Wragg disagreed, saying the present model caused more fragmentation among communities and resulted in highly-politicised decisions.
"Previously, nearly 4000 signatures were submitted (to the Local Government Minister calling for a separate municipality for Traralgon) with concerns over poor governance, and hundreds of other complaints," Ms Wragg said.
"People in rural towns need more representation; they are under-represented in council."
TCDA and MADRA will make its submission to the VEC on 27 February.
Within the first hour, the groups had collected a dozen signatures from residents.
Pro-forma letters to the VEC will be available for signing outside the Traralgon Post Office until 23 February between 10am and 4pm on weekdays, and from 10am to 1pm on Saturday, 18 February.
